The Data Warehouse Team (MHDW) supports organizational data exchange,
storage, transformation, access, query, technology, and reporting needs. The
DW teams include: Business Analytics, Operations, Data Quality, Informatics,
Federal Reporting, Business Intelligence, and Project Management Office. In
additional to maintaining data applications, services, technologies, and
infrastructure; the DW partners with the Data Integrity, Data Strategy, and
Analytics teams to manage new and existing project portfolio requests
received from business teams through a formalized Intake, Governance, and
Prioritization process.

POSITION SUMMARY: (Job Overview)

The Business Analyst will be responsible for working with internal and
external stakeholder groups to analyze and document business needs according
to industry best practices, work on multiple assignments concurrently and be
required to complete work by aggressive due dates, act as main contact and
manage smaller projects as defined by the internal project management
organization, work within a team of contractors and full-time employees and
report directly to the BA lead. This resource needs to have extensive
knowledge of data warehouse terminology, health care data, and government
data and processes.

JOB DUTIES: (Detailed list of Key Responsibilities)

*        Leverage tools like Toad SQL and Custom SQL to query Oracle tables
and views supporting research and analysis of member enrollment and
eligibility records.
*        Maintain professional relationship with IT and Business
(BureauProgram ) leadership, with internal & external project teams, with
other ITD & organization service units, and with the end users
*        Develop detailed project plans, work breakdown structures, project
checklists and budgets to meet established time frames, funding limitations
and staffing availability.
*        Responsible for managing business application implementations,
upgrades, migration activities, business requirements, managing milestones
and deadlines, monitoring project budgets, resource utilization,
procurements, costs, payments, and vendor contract management.
*        Responsible to ensure all Master Agreements (MA), Requests for
Response (RFR) and procurements meet and the Clients guidelines.
*        Accountable for the ensuring that production and support services
meet andor exceed the business applications support level agreement (SLA)
objectives.
*        Responsible for participating in continuous improvement workshops
and documenting supporting policies, processes, and procedures especially
where they have been lacking.
*        Coordinates changing Agency priorities with the ACIO, Director of
Applications, Project Management Office (PMO) and other IT teams as needed.
*        Understand application landscape and ACIO current priorities and
identify opportunities to help.
*        Ensure adherence and compliance to Security, department policies,
guidelines and objectives

*        Proven skill and effectiveness in requirements gathering,
definition, business planning, data analysis, process analysis, business and
functional requirements analysis, system design, testing implementation and
change management.
*        Skill and experience working with traditional use case-based
analysis of business processes.
*        Strong oral and written communication skills with the ability to
communicate to various levels of team members and management to clarify
needs and evaluate alternative business solutions.
*        Experience leading solutions from ideation, planning, execution and
deployment.
*        Demonstrated experience solving business and technical issues while
supporting colleagues in a coaching and mentoring capacity.
*        Ability to adapt to evolving business processes and operations.
*        Adherence and compliance to Security, department policies,
guidelines, and objectives.

EXPERIENCE AND QUALIFICATIONS:

*        6+ years of Business Analysis experience with a strong emphasis
around new software development.
*        Proven skill and effectiveness in requirements gathering,
definition, business planning, data analysis, process analysis, business and
functional requirements analysis, system design, testing implementation and
change management.
*        Skill and experience working with traditional use-case based
analysis of business processes.
*        Strong oral and written communication skills with the ability to
communicate to various levels of team members and management to clarify
needs and evaluate alternative business solutions.
*        Experience leading solutions from ideation, planning, execution and
deployment.
*        Demonstrated experience solving business and technical issues while
supporting colleagues in a coaching and mentoring capacity.
*        Ability to adapt to evolving business processes and operations

*        Create performance test summary reports both technical and layperson
